Industrial Coating Services (ICS) is proud to have partnered with the U.S. Army on a major industrial finishing modernization project at Rock Island Arsenal–Joint Manufacturing and Technology Center (RIA-JMTC) in Illinois.

The project involves transforming a legacy manual painting operation into an advanced robotic coating system featuring rotary atomizer technology, automated application, and modern process controls.

The U.S. Army highlighted the project in its December 20, 2024, article, RIA-JMTC Sets the Pace for Army Modernization with Revolutionary Paint Line Installation, recognizing ICS as the veteran-owned industry partner supporting the modernization effort.

The Challenge: Modernizing an Existing Industrial Paint Operation

Like many established manufacturing facilities, Rock Island Arsenal faced the challenge of modernizing legacy industrial finishing equipment while supporting demanding production requirements.

Traditional manual spray application relies heavily on operator technique and can introduce variability in coating thickness, material consumption, and application consistency.

The modernization effort sought to introduce advanced automation capable of improving repeatability, reducing material waste, and limiting personnel exposure to hazardous painting environments.

An important consideration was integrating modern technology into the facility's existing finishing infrastructure rather than simply replacing the entire operation.

The Solution: Robotic Paint Application with Rotary Atomizer Technology

ICS helped develop and implement an automated industrial paint system incorporating robotic application and rotary atomizer technology.

Rotary atomizers, often referred to as rotary bells, are commonly used in automotive finishing operations because of their ability to provide controlled coating atomization and consistent application.

The Rock Island project demonstrates how this technology can be adapted to other industrial manufacturing environments.

Key elements of the modernization include:

  • Robotic industrial coating application.

  • Rotary atomizer spray technology.

  • Integration with existing finishing infrastructure.

  • Automated and repeatable application processes.

  • Improved control over coating deposition.

  • Reduced reliance on manual spraying inside paint booths.

  • Advanced automation and process-control capabilities.

The U.S. Army identified the installation as the first Department of Defense paint line to feature rotary atomizer technology.

Applying Automotive Finishing Technology to Defense Manufacturing

One of the project's distinguishing features is the application of rotary bell technology to a manufacturing environment with different production requirements from a traditional automotive assembly line.

Automotive coating operations commonly involve repetitive production of similar components.

Defense manufacturing can require greater flexibility across different part sizes, geometries, and production volumes.

ICS Founder and CEO Randy Johnson discussed this distinction in the Army's published article, explaining how the technology was being adapted from automotive applications to smaller industrial parts.

This approach illustrates the value of matching coating equipment and application methods to the manufacturing process rather than relying on a standard equipment configuration.

Project Objectives: Efficiency, Consistency, and Workforce Safety

The modernization was designed to address several important industrial finishing objectives.

Reduced Coating Waste

More controlled application can reduce unnecessary overspray and improve coating utilization.

Improved Application Consistency

Robotic application provides an opportunity to establish repeatable spray paths and more consistent coating coverage.

Greater Process Flexibility

Modern automated systems can be configured to accommodate varying production requirements and component geometries.

Improved Workforce Safety

Moving repetitive painting tasks into automated processes can reduce the need for personnel to work directly inside hazardous spray environments.

Modernization of Existing Infrastructure

Integrating automation into existing finishing operations can allow manufacturers to preserve useful infrastructure while upgrading application capabilities.

These are project objectives and anticipated benefits; actual performance improvements should be validated through production data.

A Veteran-Owned Business Supporting U.S. Manufacturing

Industrial Coating Services was founded in 1998 and brings decades of industrial finishing experience to manufacturing operations.

As a family-owned, service-disabled veteran-owned small business, ICS is proud to contribute to projects supporting American manufacturing and the nation's defense industrial base.

Our experience includes coating selection, spray application equipment, pretreatment, automation integration, troubleshooting, and manufacturing process improvement.

What This Project Means for Commercial Manufacturers

Although this project supports a U.S. Army manufacturing facility, many of the underlying challenges are familiar to commercial manufacturers.

Facilities across industries face pressure to reduce coating costs, improve finishing consistency, modernize aging equipment, and increase production efficiency.

Not every manufacturing operation requires a fully automated robotic paint line.

In some cases, improvements to coating chemistry, spray equipment settings, fluid delivery, painter training, or process controls may provide meaningful benefits without a major capital investment.

The important first step is understanding the existing finishing operation and identifying the changes that make sense for its production requirements.

Industrial Coating Services: Coatings Backed by Real-World Finishing Experience

At ICS, industrial coating distribution is supported by hands-on knowledge of the equipment and processes used to apply those materials.

Our capabilities include:

Our goal is to help manufacturers find coating products and application practices that work together to support reliable production.
